一、促进会的会员由团体会员和个人会员组成。
二、申请加入本会的会员须具备如下条件:
1. 拥护本团体的章程;
2. 有加入本团体的意愿;
3. 在本团体的业务(行业、学科)领域内具有一定的影响;
4. 有良好的诚信、契约与合作精神;
5. 愿意为产业的健康发展贡献力量,并承担更多社会任。
三、会员入会的程序是:
1. 提交入会申请书;
2. 经理事会讨论通过;
3. 理事会闭会期间,经常务理事会讨论通过;
4. 由理事会或理事会授权机构发给会员证。
四、会员享有下列权利:
1. 本团体的选举权、被选举权和表决权;
2. 参加本团体的活动;
3. 获得本团体服务的优先权;
4. 对本团体工作的批评建议权和监督权;
5. 入会自愿,退会自由。
五、会员履行下列义务:
1. 遵守本团体的决议;
2. 维护本团体的合法权益;
3. 完成本团体交办的工作;
4. 按规定交纳会费;
5. 向本团体反映情况,提供有关资料。
六、会员退会应书面通知本团体,并交回会员证。会员如1年不交纳会费或不参加本会活动的,视为自动退会。
七、会员如有严重违反本章程的行为,经理事会或常务理事会表决通过,予以除名。
八、个人会员仅限本会邀请。
On June 27, 2023, the International Cooperation Committee of Animal Welfare of the China Association for the Promotion of International Agricultural Cooperation (ICCAW of CAPIAC) held the conference to celebrate its tenth anniversary with the theme of “Meeting About Ten Years, Looking Forward to the Sustainable Future of Animal Welfare”.
This conference was largely supported by officials from the Ministry of Agriculture and Rural Affairs, officials from the Food and Agriculture Organization of the United Nations(FAO), agricultural counsellors from embassies in China, representatives from international organizations, company executives as well as partners who have been promoting animal welfare for so many years. At this monument occasion, all guests met in Beijing to witness the extraordinary decade of ICCAW.
The conference was supervised by China Association for the Promotion of International Cooperation on Agriculture, hosted by International Cooperation Committee of Animal Welfare, and organized by China Agricultural Film and Television Center.
Welcome Speech
Zhai Huqu, Former President of Chinese Academy of Agricultural Sciences, Honorary President of CAPIAC, suggested in his speech that since the establishment in 2013, ICCAW has been recognized and supported by relevant ministries in China, international organizations, industry experts and many enterprises. In the past ten years, animal welfare work in China has made remarkable progress.
In the future, ICCAW will conduct deep cooperation with relevant international organizations to promote animal welfare research, provide guidance to enterprises so as to help them generate profits while provide more healthy and high-quality animal welfare products for Chinese consumers.
Yu Kangzhen, Counsellor of the State Council, Former Deputy Minister of the Ministry of Agriculture and Rural Affairs, mentioned in his speech that animal welfare is an important means to protect animal health, secure agricultural product safety, promote human health and achieve eco-friendly environment. It plays a leading role in realizing sustainable development of animal husbandry and promoting the development of an agricultural powerhouse.
He stressed that a country’s farm animal welfare level is determined by its national condition. The distinct characters of all countries should be fully respected. Countries should explore farm animal welfare farming models that meet their national resource conditions and consumers’ needs as well as sustainable development requirements.
Thanawat Tiensin, Director of Animal Production and Health Division of FAO, said in his speech that as we move into the next decade, it is crucial to prioritize the well-being of animals and work together towards sustainable practices in animal production.
He hoped that through this meeting today, people can come together and share knowledge, ideas, and solutions to promote animal welfare and sustainable livestock transformation. He called for working towards a future where animals are treated with compassion and respect, and where the planet is protected for generations to come.
Karel van Bommel, Agricultural Counselor, Embassy of the Kingdom of the Netherlands in China, mentioned that the consumer demand is changing with the economic development here in China, and animal welfare is emerging. He shared that in the Netherlands, consumers are willing to pay for additional animal welfare. The Netherlands have a quality label with 1, 2 and 3 stars on animal welfare, the so-called better life quality label. This was developed by an NGO, together with the industry and the supermarkets, which created strong trust by consumers. He also said that animal welfare goals can best be achieved, when consumers are willing to pay for these projects. And he showed his expectation that ICCAW will achieve this awareness among Chinese consumers.
Birla Troen Klixbüll, Sector Counsellor for Food and Agriculture, Embassy of the Kingdom of Denmark in China, said in her speech that the concept of animal welfare is dynamic, and in Denmark understanding of what is good animal welfare changes over time. This also means that legislation will change. With this also comes a need for farmers to continually improve their animal husbandry practices to not only produce more but to also do it in a better way. It is also about business though, as good husbandry practices also make good business sense. Denmark may have one of the strictest animal welfare laws but it also has one of the world’s most efficient animal husbandry sectors, so the two can go hand-in-hand.
Trevor Yu, Agricultural Counselor, Embassy of Canada in China, shared that Canada is a major food producer. The welfare of food animals is top of the mind for Canadians. Canada's animal welfare system based around the development and implementation of 15 Codes of Practice covering all major food species raised on farms across Canada. The codes are science-based and incorporate evidence-based approaches to address farm animal care issues. He also noted that Canada's national Criminal Code prohibits acts that cause unnecessary pain, suffering, or injury to animals. Canada participates in all WOAH Global Animal Welfare Forums to exchange views on animal welfare policies across the world, and ongoing and emerging animal welfare issues.
Chapter One Reviewing the Past Years
Xi Chunling, Executive Vice President and Secretary General of CAPIAC, the First President of ICCAW, made a keynote speech reviewing ICCAW’s development over the past decade. She pointed out that for the past ten years, ICCAW has worked hard and forged ahead, gaining valuable experience and resources.
In the future, ICCAW will continue to bring together experts, organize conferences, formulate standards, carry out certification, participate in scientific research, organize training, and carry out international cooperation to promote China's animal welfare cause to a new level.
Shi Jianzhong, Party Secretary of National Animal Husbandry Station, officially announced release of the Ten-year Development Report on Farm Animal Welfare in China. He introduced that this report analyzes the development history of China's farm animal welfare, the issue of standards, the major international and domestic works related to animal welfare. The report points out the major gaps between China and other countries in farm animal welfare, and makes some recommendations for future development.
A yongxi, Deputy Secretary General of CAPIAC, the Second President of ICCAW, introduced the seven chapters of the Report in detail. He pointed out that when reviewing the ICCAW ten years of work, it is necessary to formulate such a report in order to provide valuable references for industries and the whole society regarding China's farm animal welfare policy formulation, industry development, academic research, and international exchanges. It is the first report on the development and analysis of the animal welfare in China.
Chapter Two Praising Excellent Works
Paul Littlefair, Head of International of RSPCA, elaborated on the "World Farm Animal Welfare - Beijing Consensus". He said that the "Beijing Consensus" has enhanced people's understanding of farm animal welfare. He hopes that by working together the goal of “One Health, One Welfare” will be achieved in the future.

Bai Shanlin, Senior Vice Chairman of CP Group Ago-Industry & Food Business China Area, delivered a speech focusing on animal welfare and sustainable development. He briefly introduced the development of animal welfare in China and shared the animal welfare practices of CP Group. He mentioned that CP Group has set up an animal welfare committee at its headquarters to standardize working system and provide high quality food.
He pointed out that animal welfare is not a burden for a company but a promoter for its development, as long as the company follows the science-based path. CP Group is ready to work with all colleagues to boost the development of animal welfare.
Chapter Three Together for the Bright Future
Jin Weidong, Chairman of Wellhope Foods Co., Ltd., delivered a speech on welfare and efficiency, and made analysis from the perspective of farming efficiency per unit area, production efficiency per unit time and return on investment.
By citing some proofed facts, he expressed that welfare and efficiency are not contradictory, and these two goals can be met hand-in-hand.
Thanawat Tiensin, Director of Animal Production and Health Division of FAO, introduced the FAO Global Conference on Sustainable Livestock Transformation which will be held on September. He said animal welfare was closely linked to human health. So people need to pay more attention to farm animal welfare.
He pointed out that improved animal welfare can increase productivity, improve food safety, increase production, reduce diseases and antibiotic use, so that consumers will get safer food, and producers will reduce losses. He expects to see a global youth network for livestock and more transformation and changes in the future.
Bao Jun, President of ICCAW, Former President of Northeast Agricultural University, briefly introduced the sustainable development goals and prospects of farm animal welfare. He pointed out that considering the features of different production models, it is important to move toward a relatively complete and systematic production model. He stressed that animal welfare is a global issue that needs continuous efforts by all parties. In the future, ICCAW will work with the government, academia, institutions and enterprises to lift the awareness of consumers and the public, thus laying a good social foundation for the future work.
After the conference, guests exchanged freely at the buffet reception. Representatives of enterprises, academia and international organizations received thematic interview.
