8月19日下午，第二届动物福利国际绒业可持续发展高层论坛在鄂尔多斯市成功举办。本届会议由中国农业国际合作促进会主办，动物福利国际合作分会（ICCAW）承办。国内外顶级行业专家和实力企业家等近百余人齐聚一堂，深入研究探讨动物福利与绒纺行业的紧密联系与深度融合发展的方向及路径，进一步加强行业交流与合作，共建绒毛产业新生态。

19th August afternoon, The Second High Level International Forum on Sustainable and Welfare Friendly Cashmere Industry  was successfully held in Ordos. The conference was hosted by China Association for the Promotion of International Agricultural Cooperation and organized the International Cooperation Committee on Animal Welfare (ICCAW). Almost a hundred top experts and entrepreneurs from China and abroad countries gathered and discussed about the close association between animal welfare and wool industry as well as the direction and path for deep integration of which. The communication and cooperation among the industries would be further strengthened and the new business form of the wool industry would be built jointly. 

会议开幕式由中国农业国际合作促进会常务副会长兼秘书长席春玲主持。中国农业国际合作促进会名誉会长、中国农业科学院原院长翟虎渠，鄂尔多斯高新技术产业开发区党工委书记、东胜区委书记高屹东，国际农业智库副主席、农业农村部国际合作司原副巡视员王宏前出席了论坛并致辞；世界羊绒驼绒制造商协会（CCMI）会长Fabio Garzena和英国可持续纤维联盟（SFA）CEO Una Jones分别视频致辞。

The opening ceremony of the conference was presided by Xi Chunling, Executive Vice President and Secretary-General of the China Association for the Promotion of International Agricultural Cooperation. Zhai Huqu, Honorary President of the China Association for the Promotion of International Agricultural Cooperation and former President of the Chinese Academy of Agricultural Sciences, and Gao Yidong, Secretary of the Party Working Committee of the Ordos High-tech Industrial Development Zone and Secretary of the Dongsheng District Committee, as well as Wang Hongqian, Vice President of the International Agricultural Think Tank and former Deputy Inspector of the International Cooperation Department of the Ministry of Agriculture and Rural Affairs, attended the conference and made speeches. Fabio Garzena, President of the Cashmere and Camel Hair Manufacturers Institute (CCMI), and Una Jones, CEO of the Sustainable Fibre Alliance (SFA) in UK, made speeches through video respectively.

翟虎渠会长在致辞中说，动物福利是提升畜产品质量水平和国际竞争力的重要手段和措施，在国际贸易中发挥十分重要作用。国际社会高度重视绒山羊动物福利工作，将动物福利纳入可持续农业发展之中，以标准化推动提升羊绒质量、提高产品的市场竞争力。需从加强动物福利技术培训、提升动物福利标准水平和增强行业交流与合作三方面提升我国山羊动物福利水平，以更好地助力绒山羊产业健康可持续发展。

President Zhai Huqu emphasized that animal welfare is an important means and measure to improve the quality level and international competitiveness of livestock products and plays a crucial role in international trade. The international community highly valued animal welfare in the cashmere goat industry, and has incorporated animal welfare into sustainable agriculture development, using standardization to promote the quality of cashmere and improve the competitiveness of products in the market. To improve the level of animal welfare in Chinese cashmere goat industry, it is necessary to strengthen technical training on animal welfare, improve animal welfare standards, and enhance industry communication and cooperation. These efforts will help better support the healthy and sustainable development of the cashmere goat industry.

高屹东书记在致辞中说，近年来，东胜区坚定践行新发展理念，坚持走以“生态优先、绿色发展”为导向的高质量发展新路子，聚焦构筑现代产业体系，积极推动绒纺产业振兴和创新可持续发展，绒纺产业智能化、绿色化、高端化转型迈出坚实步伐。希望通过本次论坛的成功举办，积极分享各地推动绒纺产业可持续发展的新思路、新举措，共同谱写绒纺产业品牌创新发展新篇章、新未来，让绒纺产业在全球竞争中行稳致远、蓬勃发展。

Secretary Gao Yidong stated that in recent years, Dongsheng District has firmly implemented the new development concept, adhered to the new path of high-quality development guided by ‘prioritizing ecological conservation and boosting green development’, focused on building a modern industrial system, actively promoted the revitalization and innovative sustainable development of the cashmere industry, and took concrete steps in the transformation towards intelligent, green, and high-end cashmere production. He hoped that through the success of this conference, new ideas and measures for promoting the sustainable development of the cashmere industry from all over the world can be shared, and a new chapter and future for the innovative development of the cashmere industry can be written together. This will enable the cashmere industry to achieve steady and vigorous development in global competition.

王宏前副主席在致辞中表示,动物福利国际合作是农业国际合作的重要组成部分，具有广阔的拓展空间和巨大的发展潜力，动物福利国际合作不仅有益于研究探索建立符合中国国情的动物福利制度体系和发展道路，而且对促进我国畜牧业健康可持续发展具有重要作用。

Vice Chairman Wang Hongqian indicated that international cooperation on animal welfare is a crucial part of agricultural international cooperation, with broad prospects and enormous potential. International cooperation on animal welfare is not only beneficial for seeking and exploring the establishment of a system and development path for animal welfare that is in line with China conditions, but also plays an important role in promoting the healthy and sustainable development of Chinese livestock industry.

世界羊绒驼绒制造商协会（CCMI）会长Fabio Garzena和英国可持续纤维联盟（SFA）CEO Una Jones分别视频致辞，希望继续与动物福利国际委员会合作下去，举办更多的利于牧场牧民的绒业论坛，一起推动绒山羊的可持续发展。

Fabio Garzena, the President of the Camelid and Cashmere Manufacturers Institute (CCMI), and Una Jones, the CEO of the Sustainable Fibre Alliance (SFA) in UK delivered video speeches. They wished to continue cooperating with the International Commission on Animal Welfare, hold more wool industry conferences that benefit pasture and nomads, and promote the sustainable development of cashmere goats together.

随后，动物福利绒山羊工作组成立仪式启动，内蒙古自治区农牧业科学院党组书记、中国农业国际合作促进会副会长翟琇宣读了工作组成立意义及成员单位，现场颁发了工作组成员证书。新疆畜牧科学院院长、国家绒毛用羊产业技术体系首席科学家、研究室主任郑文新任工作组组长。同时，在成立仪式上，动物福利绒山羊工作组与鄂尔多斯高新技术产业开发区轻纺产业园签署了合作备忘录，双方同意将进一步加强在科研创新、交流共享方面的合作，打造政府、科研机构、协会、企业合作新典范，共同推进羊绒产业高质量发展。

Subsequently, the inauguration ceremony of the Animal Welfare Working Group for Cashmere Goats was launched. Zhai Xiu, Secretary of the Party Group of the Inner Mongolia Autonomous Region Academy of Agricultural and Animal Husbandry Sciences and Vice President of the China Association for the Promotion of International Cooperation in Agriculture, read out the significance of the establishment of the working group and its members, and issued the certificates of the working group members on the spot. Zheng Wenxin, President of Xinjiang Academy of Animal Husbandry Sciences, Chief Scientist of National Sheep Industry Technology System for Cashmere and Director of Research Office, was appointed as the working group leader. Meanwhile, at the inauguration ceremony, the Animal Welfare Working Group for Cashmere Goats and Ordos High-Tech Industrial Development Zone Light Textile Industrial Park signed a memorandum of cooperation, in which both sides agreed to further strengthen cooperation in scientific research and innovation, communication and sharing, to create a new model of cooperation among the government, scientific research institutions, associations and enterprises, and jointly promote the high-quality development of cashmere industry.

论坛的主题报告环节由国家肉用羊产业技术体系首席科学家金海主持。本次论坛邀请了三家国内羊绒产业龙头企业的负责人发表主题报告。康赛妮集团有限公司副总经理赵新浩分享了《加快羊绒产业数字化，推进动物福利可持续发展》，内蒙古鹿王羊绒有限公司副总经理聂文山以《保护山羊动物福利，共建人与自然和谐共生》为题做了报告，内蒙古鄂尔多斯资源股份有限公司原料分公司副总经理马伟以《动物福利与产业可持续发展》为主题发表了精彩演讲。

The keynote report session of the forum was hosted by Jin Hai, chief scientist of the National Mutton Sheep Industry Technology System. The forum invited the heads of three leading domestic cashmere industry enterprises to deliver the keynote reports. Mr. Zhao Xinhao, deputy general manager of Kangxeni Group Co., Ltd. shared "Accelerate the digitalization of cashmere industry and promote the sustainable development of animal welfare", Mr. Nie Wenshan, deputy general manager of Inner Mongolia Deer King Cashmere Co., Ltd. gave a report on the topic of "Protecting goat animal welfare and building a harmonious coexistence between human and nature", and Mr. Ma Wei, deputy general manager of raw material branch of Inner Mongolia Erdos Resources Co. Ltd. delivered a wonderful speech on the theme of "Animal Welfare and Sustainable Development of Industry".

论坛还邀请了三位在羊绒可持续发展方面有着丰富经验的国外嘉宾进行了视频主旨报告。有害化学物质零排放基金会（ZDHC）高级总监Scott Echols以《如何在纤维生产中去除有害化学物》为题，介绍了有ZDHC的成立历程及初衷，以及ZDHC在纤维生产中去除有害化学物的具体运作体系；加拿大区块链公司Convergence.tech副总裁Erik Zvaigzne以《科技带来改变—创建供应链中的缺失数据》为主题，介绍了如何通过使用高频RFID标签、NFC卡和手机APP实现从羊绒从供应链上游到供应链下游的数据追踪；英国羊绒奢侈品牌OYUNA创意总监Oyuna Tserendorj介绍了《可持续性设计》，她以自身品牌为例，讲述了作为品牌方应如何助力绒产业及相关领域，从而实现可持续发展。

The forum also invited three foreign guests with extensive experience in sustainable development of cashmere to give video keynote presentations. Scott Echols, Senior Director of the Zero Discharge of Hazardous Chemicals Foundation (ZDHC), presented "How to Remove Hazardous Chemicals from Fiber Production", introducing the history of ZDHC and its original intention, as well as the specific operation system of ZDHC to remove hazardous chemicals from fiber production. Zvaigzne, Vice President of Convergence.tech, a Canadian blockchain company, presented "Technology for Change - Creating Missing Data in the Supply Chain", introducing how to track cashmere from upstream to downstream of the supply chain through the use of high-frequency RFID tags, NFC cards and mobile apps. Oyuna Tserendorj, Creative Director of OYUNA, a luxury cashmere brand in the UK, presented "Sustainable Design", taking her own brand as an example, she talked about how she as a brand should help the cashmere industry and related fields, so as to achieve sustainable development.

大会互动论坛由内蒙古农牧业科学院动物福利研究室主任郭天龙主持，鄂尔多斯市农牧业科学研究院副院长斯登丹巴、内蒙古自治区农牧业科学院畜牧所绒毛羊研究室主任刘斌、内蒙古农业大学生命科学学院教授尹俊、赤峰市罕山白绒山羊种羊场场长刘树才和英国皇家防止虐待动物协会（RSPCA）中国代表邬小红、内蒙古福东工贸有限责任公司董事长王爱东作为互动嘉宾，就当前羊绒终端消费、种羊保护、羊绒质量提升、牧民培训、牧场能力建设等方面进行了深入的探讨，并就现场嘉宾的提问进行了详细解答。

The interactive forum was hosted by Guo Tianlong, Director of Animal Welfare Research Department. Sten Danba, Vice President of Erdos Academy of Agriculture and Animal Husbandry Science, Liu Bin, Director of the Research Office of Cashmere Goats, Institute of Animal Husbandry, Inner Mongolia Autonomous Region Academy of Agriculture and Animal Husbandry Science, Yin Jun, Professor of School of Life Sciences, Inner Mongolia Agricultural University, Liu Shucai, Director of Hansan White Cashmere Goat Breeding Farm, Chifeng City, and Wu Xiaohong, China representative of Royal Society for the Prevention of Cruelty to Animals (RSPCA) and Wang Aidong, Chairman of Inner Mongolia Fudong Industry and Trade Co., Ltd. as interactive guests, had an in-depth discussion on the current end consumption of cashmere, breeding goats protection, cashmere quality improvement, herder training and ranch capacity building, and provided detailed answers to questions from the guests on the spot.
